In the South China Sea in September, autumn typhoons are still frequent. This year, the front foot of Typhoon No. 23 "Bailijia" just landed on September 13, and the rear foot of Typhoon No. 22 "Shanzhu" strongly followed. The Central Meteorological Observatory issued a typhoon blue warning at 10:00 on the 13th. The center of "mangosteen" is located on the Northwest Pacific Ocean about 1120 kilometers east of Manila, Philippines at 8:00. It is expected to move into the Northeast sea of the South China Sea around noon on the 15th, then gradually approach the coast from western Guangdong to eastern Hainan, and may land on the above coast on the evening of the 16th (strong typhoon level or super typhoon level). Mangosteen with wide range, high strength and super destructive power is likely to become a new "wind king", and the whole circulation almost covers the South China Sea.

Therefore, the East Petroleum Administration of the South China Sea organized the work of preventing and avoiding Taiwan in advance. The production of offshore oil and gas fields was shut down in an orderly manner, and the equipment was bound and fixed. More than 3300 offshore operators have been evacuated safely. The "South China Sea discovery" floating production, storage and unloading device for self-propelled refuge and the "South China Sea is in full bloom" The tanker has also arrived near Paracel Islands on schedule. However, time is the contribution of production and efficiency, and how to restore production safely after the typhoon, especially in the South China Sea. No. 1 is the focus of CNOOC; on the other hand, the safety of ships and offshore facilities in the sea area during strong typhoon should also be considered. As a state-owned enterprise, we should bravely bear social responsibility.

At 13:00 on September 13, the Eastern Petroleum Administration of the South China Sea issued an instruction to immediately carry out the preparation for emergency return support after Typhoon "Nanhai blooming", requiring the diving resources and support ships to be well prepared before the arrival of Typhoon "Shanzhu". The diving support ship should leave the port with diving equipment to the anchorage on the evening of September 14 at the latest: the emergency duty is on standby during the typhoon, "Shanzhu" After leaving, CNOOC Shenzhen Branch immediately coordinated the high-quality emergency resources that are good at fighting a hard battle and asked Shanye company to start the preparations for loading the diving equipment on the "Huaming" ship at the first time.

At 13:45 on September 13, the diving team of the company assembled in Shekou, Shenzhen and drove to the wharf of Huizhou logistics base.

At 15:20 on the 13th, the company's equipment maritime binding team gathered at Huizhou logistics base for standby.

At 15:40 on the 13th, "Huaming" arrived at berth 9 of Huizhou base wharf. The maritime binding team boarded the ship and started the hoisting and welding of the installation base of diving equipment according to the drawing.

At 19:00 on the 13th, the equipment installation base was welded, the diving equipment began to be hoisted on board one by one, and large containers such as diving gantry, air source box of hoisting system, diving decompression chamber, air source box of decompression chamber and frequency conversion transformer were hoisted to "Huaming" deck.

At 23:00 on the 13th, all the diving equipment was hoisted. The maritime binding operators positioned the containers according to the drawing and welded them one by one.

At 3:25 a.m. on the 14th, the maritime binding and fixation of diving equipment was completed, and the equipment connection and commissioning began; at the same time, the person in charge of the diving team conducted routine safety self inspection on the equipment.

At 8:45 on the 14th, the "Huaming" berth was transferred, and the third-party inspectors boarded the ship to carry out NDT after welding and gantry lifting test after loading the diving equipment.

At 11:30 on the 14th, the loading of diving resources was completed, and the ship "Huaming" was ready for departure, waiting for the instruction to go to sea.

The emergency resource allocation preparation for the resumption of production after the typhoon has been proactive, rapid and orderly, condensed the spirit of responsibility, trained the emergency team, fully fulfilled the sacred mission of the superior unit Shanghai Salvage Bureau to "bravely assume social responsibility and serve the marine economy", and earnestly implemented the determination and ability to fully ensure the increase of national oil and gas reserves and production with practical actions.
