In order to effectively control the operation risk, in the early construction design stage of the project, Shanye company, together with the engineering construction center, Xijiang operation area and other relevant units, developed a technical scheme for double plugging with special plugging tools (triple plugging in some areas). While repeatedly discussing and demonstrating the rationality, feasibility and reliability of the plugging process, all parties also defined the communication channels and methods, isolation requirements and key node confirmation procedures of the diving operation team, FPSO and DSV during the on-site construction, and made full use of technical means and management methods to control the operation risk, so as to reduce the residual risk of the project to ALARP (the lowest reasonable and feasible) Level of.

Underwater plugging operation is directly related to the life safety of divers and the production safety of oil tankers. This inspection focuses on the actual implementation of construction scheme, on-site risk analysis, work permit system and emergency response. The inspection team affirmed the operation risk control level in the process of project implementation, especially the key node confirmation procedure initiated by the project, It is worth popularizing in the eastern waters of the South China Sea. At the same time, the inspection team also pointed out that the project site needs to be further improved and optimized in terms of document records, site identification and wire rope maintenance mode.
